Hours of Work: 4/10’s, 7am-6pm, Mon-Thurs


The ideal candidate will have experience in reviewing, updating and maintaining a Comprehensive Emergency and Disaster Management Programs. The ability to discuss complex topics with coworkers, contractors, vendors, and community partners from all levels of experience. Have experience working with the private and public sector in collaborating and planning for event or project support plans. Have experience creating realistic and relevant tabletop exercises. Exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations.


Candidates with Master Exercise Practitioner Program (MEPP) certification is highly desirable.


FAA Part 107 Small Unmanned Aircraft Systems License within 12 months of date of employment.


FEMA Certificates IS300, IS400, IS2200, IS553, IS191, E0141 within 12 months of date of employment.

GENERAL PURPOSE

Under direction, performs a variety of highly responsible duties and participates in coordinating District/Southern Nevada Water Authority (SNWA) emergency preparedness and disaster management program response and recovery programs, initiatives and preparedness activities, processes and procedures; participates in development and delivery of emergency and disaster management training for organization managers and employees; and performs related duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Knowledge of:

General principles, practices, operational characteristics, services and activities of an emergency management/disaster preparedness program applicable to a large complex water utility; operational characteristics of emergency communications systems; principles and methods in the design and operation of the District/SNWA water treatment and distribution system; methods and techniques in the construction, repair and maintenance of distribution and transmission mains, service lines, valves and other devices and appurtenances; local, state and federal laws and regulations pertaining to the operation of a potable water distribution system, including the Safe Drinking Water Act and EPA regulations; county, state and federal civil disaster reporting procedures; functions of the Department of Homeland Security, FEMA, Red Cross and state, county and local operations as they relate to emergency planning; effective safety principles and practices applicable to water systems operations and repair; principles and practices of sound business communications.

Ability to:

Assess emergency preparedness and disaster recovery and mitigation capabilities, identify gaps, evaluate alternatives and develop sound, practical conclusions and recommendations for their solution; understand and apply on-scene Incident Command Structure (ICS) principles during water system outages and emergencies; understand, interpret, explain and apply state and federal policy, law, regulation and court decisions applicable to areas of responsibility; organize, set priorities and exercise sound independent judgment within areas of responsibility; present technical water system information and disaster management protocols, proposals and recommendations clearly, logically and persuasively in meetings and other settings; prepare clear, concise and comprehensive studies, reports, correspondence and other written materials; work collaboratively and build strong professional relationships with other District/SNWA managers and staff and, as applicable, with federal, state, county, local, business and community organizations involved in disaster management and emergency preparedness in the Southern Nevada region; exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations; remain calm and decisive under pressure and in emergency situations; establish and maintain effective working relationships with all levels of District/SNWA management, representatives of a wide variety of other governmental agencies, and organizations, employees and the public.

Training and Experience:

A typical way of obtaining the knowledges, skills and abilities outlined above is a minimum of an Associate’s degree involving coursework in fields that may include courses in emergency management, engineering, water treatment, water works operations or related fields that provide familiarity with water utility functions or operations; and at least five years of progressively responsible experience in water systems treatment and/or operations at least two years of which involved water system disaster preparedness or emergency management planning and activities; or an equivalent combination of training and experience.

A bachelor’s degree from a recognized four-year college or university with a major in public or business administration, public safety management, operations management, emergency management or a closely related field is preferred.

Licenses; Certificates; Special Requirements:

A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.
